While scholars claim Moses could not have written Exodus because there was no written language available to common people in his day, is that true?

Just where in scripture does the idea that there are fallen angels held in chains? Which fallen angels are Jude and Peter speaking of? Clearly scripture does not teach all fallen angels are in chain. Is this just simply new information, or is there a historical belief that is being brought into scripture, thus affirming its truth?
